The ad account has a status in Meta that prevents publishing: deactivated (status 2), pending payment (3), being closed (100), or closed (101/201). Statuses 7, 8, and 9 (under review, payment to be settled, and grace period) still allow publishing, but need attention.

Ads Editor shows this on the Meta Ads page: the status at the top replaces Connected with a warning (Account deactivated by Meta, Pending payment on Meta, Account under analysis by Meta, Account in closing, or Account closed), and a banner above the summary explains the reason given by Meta.

How to fix it:

  1. Pending payment: open Billing and payments in Meta Ads Manager, settle the payment, and try again.
  1. Deactivated account: in the banner, click Open Account Quality (https://www.facebook.com/business-support-home/) and request a review. Only Meta can reactivate the account. Ads Editor can't reverse it.
  1. In the meantime, you can duplicate this account's campaigns to another active account (Bulk edits → Duplicate → Duplicate in another ad account). Disapproved ads are copied too and go through Meta's review again.
  1. Closed or closing account: you can't create or duplicate anything into it.

Use another account.
