Between midnight and 7am Brasília time (UTC-3) there is a quiet window. Overnight, the day's data is still very immature, and a big change at that hour would reset the learning phase based on noise. During this window, increases above 20% are postponed until 7am. Reductions go through as normal (cutting bad spend is always safe), as do small increases of up to 20% and emergencies, such as a weekly or monthly limit being exceeded. If you set a Minimum time in the Conditions to Scale, that is respected too. The postponement is recorded in the history with an explanation.
