When Create Campaign fails after the campaign already exists in Meta (for example, because an ad set was rejected), Ads Editor deletes the campaign immediately. Sometimes Meta doesn't allow the deletion. This happens with accounts that have a pending payment, which let you create but refuse edits and deletions.

In that case, the error message says which campaign was left behind, with its name and ID: The campaign (...) was created, without ad sets, and Meta did not allow it to be deleted. Without ad sets, it doesn't spend anything. Delete it in Meta Ads Manager and create it again after fixing the cause of the error (the start of the message says which ad set failed and why).

If the account has a pending payment, the Meta Ads page shows the warning Pending payment on Meta. Settle it in Billing and payments before trying again.
